An agency adds account managers and a larger bench. That helps when you need many parallel specialists. If you need one person who can own web, API and often mobile, a freelance engagement is simpler. You talk to the person who writes the code.
Time zones
I am based in India and overlap with Europe in the afternoon and with US mornings on a planned call. WhatsApp is fine for short questions. Weekly demos keep the work visible. I do not pretend to have a local office in your city.
